The rescheduled board meeting was held on October 1st, 2018 at 7:00 p.m. at the Warren Village Hall.

President Raisbeck called the meeting to order at 7:01 p.m. The Clerk recorded the minutes.

President Wayne Raisbeck, Tom Fernstaedt, Donna Doubler, Kirk Raab, Kelly Raab, Travus Albrecht, Wayne Wubbena were present. Also present were Attorney Michael Toepfer, Donna Breed, Tracie Perry, Todd Stone, Dan Long, Sergeant. Luke Barker, Don Hawes, Jerry Holm and Mark Mahoney.

The minutes from the September 24th, 2018 meeting were presented. Albrecht made a motion to accept the minutes as printed, second by Kirk Raab. A voice vote was taken, all responding aye. Motion passed and carried.

The bill list totaling $20,950.78 was presented along with an addi- tional bill. Kirk Raab made a motion to pay the bills as presented along with the additional bill, second by Kelly Raab. Roll call was taken, all responding yes. Motion passed and carried.

Public Comments:

Mark Mahoney asked the board for a dona- tion to help support the Pumpkin Fest. The trustees agreed to donate the same amount that was donated last year. Kirk Raab made a motion to donate the same amount as last year to the Chamber, second by Albrecht. Roll call was taken, all responding yes. Motion passed and carried.

Attorney Comments: No Report

Finance:

Chair Kirk Raab pre- sented the Clerk and Treasurer Reports. Kirk Raab made a motion to accept both reports, second by Doubler. Roll call was taken, all responding yes. Motion passed and carried.

Public Safety:

Chair Kirk Raab presented the August Police Activity Report. Raab also reported that he has given a copy of an ordi- nance from Lena allowing UTVs and ATVs to Chief Bohnsack and there is also a petition going around town. The Police Department will be going over the ordinance and will report back when changes have been made.

Buildings: No Report

Streets:

Chair Kelly Raab reported that Jeff has been trying to keep up with mowing and weed eating. The Public Works employees held a roundtable meeting in September. He has been sweeping the streets to pick up the loose gravel from the street maintenance work to help keep down the amount of gravel that pushed into lawns from snow plowing.

Kelly Raab reported that the Committee met on recommendation for the tabled bids:

Bid #1 The Committee’s recom- mendation is to go with All Star Power Wash to paint the street lights on Main Street in the amount of $5,075.00 with a two year warranty along with the paint warranty. Kelly Raab made a motion to accept All Start Power Wash bid in the amount of $5,075.00, second by Kirk Raab. Roll call was taken, all responding yes. Motion passed and carried.

Bid #3 The Committee’s recom- mendation is to go with Winter Cre- ations for the painting and repairs on the exterior of the Community Building in the amount of $8,600.00. Kelly Raab made a motion to accept Winter Creation’s bid in the amount of $8,600.00, second by Doubler. Roll call was taken, all responding yes. Motion passed and carried.

Bid #6 The Committee’s recom- mendation is to go with Family Tree Care in the amount of $150.00 per hour with a full crew for storm clean up in the event of a disaster. There

will be a designated day set about a week after the end of the storm. The maximum size for limbs and branches will be eight inches in diameter and will have to be taken to the street in order to be picked up. Kelly Raab made a motion to accept Family Tree Care’s bid in the amount of $150.00 per hour for storm clean up after a disaster, tak- ing limbs/branches up to eight inches in diameter and taken to the street, second by Albrecht. Roll call was taken, Fernstaedt, Wubbena, Doubler and Albrecht voted yes, Kirk Raab and Kelly Raab abstained. Motion passed and carried.

Bid #4 There was a lack of infor- mation on the bid specs so the bid will be rejected and be put out for bids again. Kirk Raab made a motion to reject all bids and re-let the bid, second by Kelly Raab. Roll call was taken, all responding yes. Motion passed and carried.

Kelly Raab presented a bid for a tree removal, clean up and stump removal at 502 East Washington Street for $1,600.00 from Family Tree Care. The tree is on Village property and is rotten and a dan- ger. Kelly Raab made a motion to accept Family Tree Care bid in the amount of $1,600.00, second by Fernstaedt. Roll call was taken, Fernstaedt, Wubbena, Doubler and Albrecht voted yes, Kirk Raab and Kelly Raab abstained. Motion passed and carried.

Kirk Raab reported Bridgette Stocks from Fehr-Graham is work- ing on writing the grant for the Safe Route to School project. Stocks will be in contact to set up a time to go through the details of the project.

Kirk Raab reported on October 10th, 2018 is Walk to School Day. The Mayor will be on Mary Street to greet the kids.

Ordinance: No Report

Local Improvements and Economic Development:

Chair Albrecht noted that the Safe Route to School has been discussed

Personnel:

The Personnel Committee will set up a meeting to discuss Early Retirement Incentive soon.

Sewer: No Report

Water:

Chair Wubbena reported that Dan Long attended the Class D water school. Long reported that everything went good and he will be able to take a pretest on Novem- ber 13th in Elgin. With taking classes, Long will be able to take the tests sooner and start the Class C train- ing earlier.

Wubbena reported that the EPA will be here on Friday. They will be looking at certain paperwork, tak- ing a chlorine sample and looking at the facilities.

Stone reported that Kevin Lar- son finished up the tuck pointing at the well #4 and did a great job.

Wubbena presented a request for a $25.00 water meter deposit return for Betty Wiederhold. She paid a $25.00 deposit before 2009 therefore she qualifies for getting the deposit fee back. The ordi- nance was changed from a deposit fee to a meter fee in 2009. Wubbena made a motion to refund Betty Wiederhold her $25.00 water meter deposit, second by Kirk Raab. Roll call was taken, all responding yes. Motion passed and carried.

TIF:

Kirk Raab presented three TIF resolutions and one BDD agreement. Kirk Raab made a motion to pass the resolution of the Village of Warren, Jo Daviess County, Illinois, to induce the redevelopment of certain property within US Route 78 south and downtown Warren redevelopment project area for Tara Geerts, 102 East Main Street, second by Doubler. Roll call was taken, all responding yes. Motion passedand carried.

Kirk Raab made a motion to accept the resolution of the Village of Warren, Jo Daviess County, Illi- nois, approving the appropriation of funds from the Village’s redevelop- ment project area special tax allo- cation fund for the payment of public infrastructure expenditures for a total cost of $17,550.00, second by Doubler. Roll call was taken, all responding yes. Motion passed and carried. This resolution is for the Village of Warren for the variable speed drives to use the TIF money to pay for.

Kirk Raab made a motion to accept the resolution of the Village of Warren, Jo Daviess County, Illi- nois, approving the appropriation of funds from the Village’s Business District tax allocation fund, second by Kelly Raab. Roll call was taken, all responding yes. Motion passed and carried. This is for Mark Plath’s building on Tisdel Avenue.

Kirk Raab made a motion to approve the ordinance approving a redevelopment agreement between the Village of Warren, Jo Daviess County, Illinois and Wolf Creek Commercial Development, LLC, second by Albrecht. Roll call was taken, all responding yes. Motion passed and carried. This redevel- opment agreement is for the equip- ment purchased at the Pecatonica Tap House. The agreement is to pay them 25 percent of the $80,000.00 spent for equipment totaling $20,000.00. Payments will be in the amount of $10,000.00 for two years starting in December of 2018.

Zoning: No Report

Wubbena made a motion to allow Donna to transfer $6,200.00 from the Capital Improvement Sav- ings Account to Water Checking for water department expenses, sec- ond by Albrecht. Roll call was taken, all responding yes. Motion passed and carried.

Kelly Raab made a motion to allow Donna to transfer $750.00 from the Capital Replacement Street Savings Account for the purchase of the sprayer for the Street Depart- ment, second by Doubler. Roll call was taken, all responding yes. Motion passed and carried.

Kirk Raab suggested that the closed meeting recorder be in a lock box at one of the banks here in town and have all trustees listed so any one of them can pick it up before meetings. Both banks charge the same price which is $20.00 per year. This will be put on the next agenda.

Kelly Raab suggested getting an update on the unfinished projects from everybody whether it be by having a meeting or finished proj- ects listed in an excel spreadsheet.

Kirk Raab made a motion to adjourn, second by Wubbena. A voice vote was taken, all respond- ing aye. Motion passed and car- ried. Meeting was adjourned at 8:09 p.m.
